Delegations of Authority

The University is governed by The Regents, which under Article IX, Section 9 of the California Constitution has "full powers of organization and governance" subject only to very specific areas of legislative control. The President of the University is appointed by and serves at the pleasure of the Board, and exercises authority delegated by the Board pursuant to Bylaw 22.1. In turn, the President may choose to transfer certain responsibilities to other senior officers, including chancellors of the campuses, via delegations of authority.

For the purpose of relevance, we will only address the Delegations of Authority (DA) significant to FAS.

Presidential Delegations of Authority are issued by the President to specific functional roles and grant broad or limited authority for specific subject matter.

1. Areas that require specific approval of the Board of Regents may not be redelegated.
2. By longstanding custom, these DAs flow down through the chain of command; the same principle should apply to local delegations and redelegations at the campus level.
3. Formal DAs are published by UCOP, assigned a 4-digit number (e.g., DA 2612), and disseminated to the campuses and labs for information (if the DA is limited to functions within UCOP) or action (if chancellors and directors elect to further delegate locally).
4. Presidential DAs related to FAS are initiated by campus policy coordinator (EVCP Office) to the SVC Office and further as needed.
