Justin Dombrowski named executive director of the newly formed UCSF Office of Enterprise Emergency Management

Dear Colleagues,

We are pleased to announce that Justin Dombrowski has been named executive director of the newly formed UCSF Office of Enterprise Emergency Management. He will report jointly to us.  

As UCSF, including UCSF Health, has expanded its footprint to more campuses and buildings, our staff, faculty and learners, and our services - whether they are associated with the campus or health system - often now are co-located in the same structures. We need a more holistic view of business continuity and resiliency across all of UCSF, which is why we have combined campus and health system emergency management into one department.  

The UCSF Office of Enterprise Emergency Management focuses on the four phases of emergency management (preparedness, mitigation, response, and recovery) as well as business continuity. This work helps UCSF maintain safe environments for its staff, patients, faculty, visitors, vendors, and community during normal and emergency operations. Justin will be responsible for developing the UCSF Office of Enterprise Emergency Management and identifying, selecting, training, and supervising staff. He will partner closely with leadership and set and implement the strategic vision and plan for emergency management and business continuity activities for UCSF Health, including UCSF Benioff Children’s Hospital Oakland and Langley Porter Psychiatric Hospital, and the UCSF Campus, including all schools, research labs, and UCSF Fresno.  

Justin has more than 25 years in emergency management at the local to international levels in government and the private sector. He had an extensive career with the Federal Emergency Management Agency (FEMA) including as a federal coordinating officer appointed by the president of the United States to disasters, as a director of response, and as a deputy director of external affairs.  

After FEMA, he led Apple’s global emergency and disaster management for over five years.  He also has worked with many nations for the US government and with professional and academic organizations building emergency management capability.  

Justin has a master’s degree in public administration from Golden Gate University, and Bachelor of Arts and Science in psychology and sociology from the University of Colorado. He is a graduate of the Naval Postgraduate School, Center for Homeland Defense and Security, Executive Leadership Program and has additional emergency management and professional leadership training and certifications. We want to thank Kevin Dugan, who has been serving as interim director for the UCSF Office of Enterprise Emergency Management. He will resume his duties as director, UCSF Health Emergency Management, and will report to Justin.
