Update on Organizational Changes

Dear Colleagues:

I am pleased to share the recent organizational changes in Financial & Administrative Services (FAS) as we all work together to seek new and creative means of providing support services to UC San Francisco in an excellent, efficient and cost-effective manner.

Finance Organizational Structure

With the recent retirement of Vice Chancellor Eric Vermillion, the following departments will report directly to the Senior Vice Chancellor:

Budget and Resource Management (BRM)

Associate Vice Chancellor Teresa Costantinidis will continue to be responsible for the operating budgets and the accompanying planning and administration, financial planning, management  of UCSF’s core financial resources, costing policy and federal indirect cost rate negotiations, recharge management, enterprise-wide decision support and institutional analysis. Under Teresa’s leadership, BRM has made significant progress to clarify our core financial resources, refine 10-year financial projections, implement a consolidation of funds and change in funds flow, and lead the design of the new Hyperion budgeting system for the campus. In addition, AVC Costantinidis will oversee the Risk Management and Insurance Services function. Director Bruce Flynn will report directly to AVC Costantinidis. Under Bruce’s leadership the Risk Management and Insurance Services function has achieved significant savings for the campus by averting litigation costs, and promoting insurance savings. AVC Costantinidis will serve as the UCSF representative on UCOP committees, notably the Vice Chancellors for Planning and Budget committee and the system-wide reserves task force.

Controller’s Office

Associate Vice Chancellor and Controller John Ellis  will continue  to be  responsible for UCSF’s financial and operational accounting services consisting of the following functions: Accounting and Reporting, Disbursements, Extramural Funds, and Foundation Accounting. Under John’s leadership, the Controller’s Office has made significant improvements in the past two years including detailed quarterly variance reporting, unified the financial transactions of the  medical  center  and campus into one UCSF General Ledger application, integrated the campus and medical center procurement card programs, rolled out the MyExpense reimbursement system,  improved operational efficiencies in post award management of contract and grants, including the timeliness of award closeouts, enhanced cash collections and improved federal compliance monitoring and is leading the implementation of a critical new Chart of Accounts and Reporting System for UCSF slated for early 2014.

Campus Procurement and Contracting

Associate Vice Chancellor and Chief Procurement Officer Jim Hine continues to be responsible for assisting campus clients for both Berkeley and San Francisco campuses in acquiring goods and  services and executing select business contracts through competitive and negotiated procurements, strategic sourcing and contracting in compliance with UC, state, federal, and HIPPA requirements.

The collaboration with Berkeley, the rest of the UC system and the successful implementation of BearBuy has resulted to date in over $30M in benefits for UCSF, and another $20M at Berkeley.

UCSF Sustainability Program

The UCSF Sustainability Program will now report to the Chancellor’s Office and Manager Gail Lee will report directly to Associate Chancellor Leigh Morgan. This is a great opportunity for the UCSF Sustainability Program to continue to display its tireless efforts  to promote a  healthy environment and sustainable future by engaging our community to embrace sustainable practices throughout the entire campus.
